        I think it’s about getting enrolled for war. A guy (http://www.antiwarsongs.org/canzone.php?id=38808&lang=en) translated the first stanza approximately like this:

        When I heard I had to enrol
        I began to cry
        Dear musicians, play me a czardas (hungarian dance)
        On the first of October, we have to enrol

        But I don’t understand the second one!
